The Program Development and Talent Associate position is responsible for independently ensuring the administrative needs of the international development proposal process are met. S/he contributes to proposal efforts by reviewing all new RFAs and RFPs; drafting proposal sections, recruiting for key personnel and technical specialists, performing research, corresponding with field offices, coordinating with partner organizations, and providing overall administrative proposal support.

Responsibilities

1. Supports proposal development efforts.

  • Thoroughly reviews incoming RFAs and RFPs to understand solicitation and donor requirements and assist with determining the needs of the proposal effort. 
  • Reviews and maintains all administrative documents for assigned proposals, particularly annexes, for technical and cost proposals; and assists in ensuring that deadlines are met.
  • Writes draft sections of proposals including capacity statements, problem statements, implementation plans, and other sections of proposals as assigned.
  • Formats and spins CVs according to proposal requirements; revises and updates past performance references; and provides program background.
  • Leads processing of consultant agreements, including onboarding, travel and invoices.
  • Drafts concept papers, Expressions of Interests (EOIs) and small proposals.
  • Maintains communication with Global Communities field offices during the proposal process regarding recruiting, gathering of required documentation, and any other concerns.
  • Acts as point of contact for partner organizations and corresponds with them to ensure that proper documentation is gathered and their concerns/questions are being addressed.
  • Ensures program documents and forms are maintained and updated regularly. 
  • Participates in field assessments as needed.
  • Assembles all proposal components and ensures that proposals are submitted according to donor proposal guidelines.


2. Recruits key and non-key personnel for proposals.

  • Develops position descriptions and/or scopes of work with hiring manager and drafts advertisements.
  • Performs database and internet searches to identify potential staffing leads and conducts outreach to candidates.
  • Reviews CVs and screens applicants to develop short-lists of prospective candidates.
  • Schedules and coordinates interviews with other members of proposal team.
  • Collects biodatas, verifies salaries, and performs reference checks on candidates.
  • Works with the International Recruitment Manager and/or Senior HR Manager in developing candidate packages of salary, benefits, allowances, and negotiates salaries as needed.

3. Completes other tasks as assigned.

Knowledge, Skills and Abilities

  • Good understanding of donor proposal guidelines (especially USAID). 
  • Demonstrated analytical and research skills.
  • Excellent written and oral communications skills.
  • Ability to interact with all levels of staff in a professional manner.
  • Ability to work well under pressure with tight deadlines
  • Ability to work in a team environment.
  • Excellent organizational skills. Ability to manage deadlines and to work independently. Ability to prioritize workload and multi-task in fast paced environment.
  • Fluency in English, written and oral. Abilities in a second language preferred.
  • Advanced computer skills in a Windows-based environment including Word, Outlook, PowerPoint, Excel, and SharePoint.
  • Able and willing to travel internationally.
  • Accuracy and attention to detail.
  • Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.

Qualifications

  • Bachelor’s degree 
  • Minimum of one year experience in a business development and/or programmatic capacity for an internationally focused organization. 
  • Volunteer, fellowship and/or internship experience in an international development context considered relevant work experience.
  • Must have U.S. Work Authorization.
