Global Communities is seeking a Deputy Director of Global Security at its Headquarters in downtown Silver Spring, Maryland. 


In conjunction with the Director of Global Security, the Deputy Director provides security and emergency management support appropriate for the threat environment in all global locations in which the organization operates or to which staff may travel. This includes stable, post conflict, and high risk environments.


In addition, the Deputy Director shares crisis management responsibility with the Director and responds to natural and man-made disasters that impact Global Communities operations.



1. Plans and evaluates physical security for international and host country staff, staff on temporary travel, the headquarters office and all field offices.

  • Ensures the development and implementation of security best practices, procedures, and activities appropriate for the environment. 
  • Assists in developing country and/or program security infrastructure and prepares plans for an acceptable implementation strategy. 
  • Assists with physical security upgrades and the development of Corrective Action Plans. 
  • Conducts community liaison assessments including evaluation of host-country law enforcement and/or military capabilities. 
  • Conducts briefings on all security related matters. Assists the global field staff in identifying, developing, implementing and maintaining security processes, practices and policies to limit exposure and liability in all areas of risk. 
  • Serves as technical advisor and assists global field staff in the design and implementation of a workable communications plan. 
  • Conducts and documents security surveys in order to determine compliance with the Program Security Requirements.

2. Provides personal security and security awareness training for both international and host country staff.

  • Ensures contracted security personnel are advised on Global Communities security policies and procedures.

3. Assists the Director in conducting personal security and awareness briefings for headquarters and global staff preparing for temporary travel to field locations.

4. Responds to natural and man-made disasters that impact Global Communities operations, which may include extended periods of deployment to locations which may be remote and difficult to reach, lacking in medical infrastructure and may be considered high risk.

  • Functions as point of contact for all stand-fast, relocation, and evacuation activities.

5. Assists and advises on security policy development.
6. Advises and provides guidance to field-based security managers.
7. Supports program liaison with in-country U.S. government, United Nations, other diplomatic personnel, and NGO representatives regarding information sharing and evacuation activities.
8. Provides representational support in the absence of the Director, Global Security and/or as requested.
9. Undertakes all other duties and projects as may be assigned.

Knowledge, Skills and Abilities


  • Knowledge of protection operations and protective security details (PSDs) gained through formal training and/or experience in high-threat environments. 
  • Knowledge of transportation security operations. 
  • Knowledge of kidnap/hostage situations. 
  • Ability to design, implement and conduct security training. Demonstrated facilitation skills. 
  • Ability to gather, analyze, and assess threat data gained from multiple sources in order to mitigate threats to program personnel in program areas.
  • Ability to communicate effectively with persons at all levels both inside and outside of the organization on issues that may be complex and/or sensitive in nature. 
  • Ability to establish and maintain cooperative working relationships with others in a multicultural environment. 
  • Ability to remain calm, rational, objective and focused in all situations. 
  • Professional demeanor with strong interpersonal and diplomacy skills. 
  • Ability to exercise discretion and to make informed decisions independently, particularly under pressure, with minimal supervision or guidance. 
  • Strong organizational skills to perform and track multiple duties and events simultaneously.
  • Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, and well-organized manner. 
  • Strong regard for organizational Standards of Conduct, as well as organizational policies, procedures and protocols.
  • Ability to guide field security staff and to effectively manage outsourced operations. 
  • Ability to travel independently to all threat level areas including high threat areas with minimal security support, up to 50% of time and with minimal notice.
  • Ability to work in a high stress environment, with availability to ensure appropriate response to emergencies 24 hours a day, 7 days a week. 
  • Ability to work within close proximity to security forces and firearms depending on location and security environment. 
  • Fluency in English, written and oral. Abilities in a second language, including Arabic, French or Spanish. 
  • Good computer skills in a Windows based environment including Word, Outlook, PowerPoint and Excel. 
  • Accuracy and attention to detail. 
  • Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.


  • Bachelor’s degree and a minimum of 8 years’ relevant work experience within the security, government contracting, military or law enforcement community. 
  • Must include a minimum of 3-5 years’ experience performing in a security role for an international NGO. 
  • Hostile Environment Awareness Training (HEAT) preferred.
  • Equivalent combination of education and experience considered.
  • Must have U.S. work authorization.
