Global Communities is seeking a Monitoring and Evaluation Manager to join its Program Impact & Learning team at the Headquarters in downtown Silver Spring, Maryland The Monitoring & Evaluation Manager reports directly to the Director of Program Impact and Learning and is responsible for providing leadership, technical expertise, guidance, and support for the organization’s monitoring and evaluation function and learning systems and culture across key Global Communities technical areas. This position provides the ongoing vision and guidance for achieving excellence in the organization’s M&E efforts and champions collaborative knowledge sharing practices throughout the organization.
The Monitoring & Evaluation Manager works to continually enhance innovation and the generation, management and use of data at local, national, and global levels to advance Global Communities’ programmatic objectives and strategic priorities. S/he serves as the primary point person and thought leader on monitoring, evaluation, and impact and works closely with learning and knowledge management-related efforts across the organization, ensuring quality technical guidance that emphasizes the use of data and knowledge in providing feedback for decision-making and learning.
In addition, the Monitoring & Evaluation Manager functions as the M&E team leader and manager providing operational oversight of team activities and reporting. S/he implements effective team capacity building efforts with Headquarters and field staff, and mentors teams and individuals on M&E practices, as well as creatively designs and implement Impact frameworks.
S/he also leads the design, implementation and quality assurance of M&E models, processes, and outcomes; works closely with program staff, consultants, and implementing partners to advance M&E practices and appropriate technologies that best support the organization’s strategies; ensures program monitoring and evaluation systems efficiently capture timely, high-quality information and utilize data effectively; assists with the development and technical implementation of new projects, prepares performance management plans (PMPs), monitoring, evaluation and learning (MEL) plans, Collaborating, Learning and Adapting (CLA); plans and oversees midterm and final report processes; and provides short-term technical assistance to field programs.
Builds, oversees and manages the Monitoring & Evaluation (M&E) function at Global Communities. Responsible for supervising Monitoring and Evaluation staff, conducting analytical reviews of indicator data quality, reports and evaluations, and supporting proposal development.
Leads research and or/other studies to generate evidence on interventions, especially in technical priority areas. Ensures all research activities meet the highest technical standards and increase the generation and use of evidence to inform implementation and new business development.
Through policies, guidelines, tools, mentoring and training, further develops the capacity of the M&E staff as well as the organization, HQ as well as field staff, in monitoring and evaluation, and other relevant topics.
Leads the development and implementation of quality monitoring systems; project-specific monitoring methodologies, processes and tools; data collection and verification processes; and effective reporting—particularly during project start-up.
Works closely with Global Communities’ Knowledge Management and Learning Specialists to capture and share M&E data and project learning for the goal of intentional learning and application for better programmatic impact:
Facilitates and supports professional development of staff in the field and at HQ through:
Provides timely and thorough technical assistance in assessments, program design, and field operations.
Responds to requests from the field for tools, methods, resources and best practices through an IO-specific strategy for developing technical capacity.
Coordinates public relations/marketing efforts. Develops and edits marketing materials. Presents Global Communities’ work and program capabilities at conferences and workshops.
Undertakes other duties as may be assigned from time to time.
