    Global Communities is seeking a Regional Humanitarian Advisor to join its Humanitarian Assistance team.  This role be based in Amman, Jordan.


    The Regional Humanitarian Advisor represents the Department of Humanitarian Assistance in the Middle East region, focusing on Syria, leads new business development efforts in Syria and the broader MENA region and supports program implementation in the region.


    The Advisor will ensure coordination and complementarity of all business development, representation, external coordination efforts, and implementation of cross-border humanitarian assistance programming into Syria. The Advisor  will be expected to work closely with senior management in Turkey, Jordan, and Iraq, as well as HQ-based HA staff to develop new funding opportunities and proposals, and feed information into WoS and UN structures.  This position is based in Amman, Jordan with travel to Turkey, Iraq, Lebanon, and the U.S. as required.




    1. Leads HA business development efforts in the region, to include:

    • Establishing and maintaining relationships with USG, EU, DFID, OCHA, and other potential donors in the region; 
    • Proactively identifying and responding to potential funding opportunities in the region;
    • Reviewing and analyzing regional solicitations and providing recommendations to pursue or drop, based on HA’s regional strategy. 
    • Leading proposal development for concept papers and proposals, either solicited or unsolicited, including serving as proposal lead, technical writer, or other roles as appropriate;
    • Working with field teams to develop and market unsolicited concept papers to potential new donors, to grow HA’s USG-funded portfolio and diversify funding sources (i.e. multi-donor funds, European donors, etc.)
    • Leading field assessments as required to shape program design of potential new programs; and
    • Serving as a liaison between Global Communities’ field teams, HQ-based proposal teams, donors, and partner organizations to facilitate business development.

    2. Leads the development of the Global Communities humanitarian assistance strategy in the MENA region.


    3. Represents Global Communities at a senior level in Amman with partners, donors and in humanitarian coordination mechanisms to include:

    • Representing Global Communities to donors, peer agencies, the United Nations, local NGOs, and other stakeholders on issues related to the Syrian crisis. 
    • Actively participating in all coordination meetings, such as sector-based working groups, cluster meetings, Syria INGO Regional Forum meetings, and other coordination platforms as required to fully engage with humanitarian actors based in the region and in the humanitarian capitals, as required. 
    • Developing and delivering presentations relating to the organization’s humanitarian programs.
    • Establishing and maintaining excellent working relationships with other humanitarian assistance personnel, donors, and local organizations.

    4. Develops and administers relevant program development budgets and humanitarian assistance project budgets during emergency response operations as required, while managing HA program and operations staff.


    5. Directs humanitarian operations and staff.

    • Supervises, trains, guides, and advises staff. 
    • Establishes work plans and annual performance goals for each direct team member, ensuring timely and quality execution of group deliverables. 
    • Makes recommendations concerning employment, termination, performance, and other personnel actions. 

    6. Provides surge support as needed to program operations in the region.


    7. Undertakes all other duties and projects as may be assigned from time to time.


    Knowledge, Skills and Abilities

    • Proven track record of leading, designing and managing disaster response and recovery activities. Established and proven track record in inter-agency coordination both at the field and global levels. 
    • Excellent critical thinking skills and sound judgment. Proven willingness to make timely and sound decisions based on accurate judgment. Strong planning, analytical, and conceptual skills. 
    • Excellent oral and written communication skills including the ability to conduct meetings, write reports, and speak in a public forum. 
    • Ability to develop and manage relationships with partner and donor organizations. Willingness to work with diverse cultures and social economic contexts and under challenging conditions. 
    • Outstanding organizational skills including the ability to multi-task and work well under pressure in a fast-paced team environment and the ability to respond rapidly to changing environments. 
    • Fluency in English, written and oral. Fluency in a relevant second language. 
    • Willingness to travel approximately 30% of the time, mobilizing to difficult locations and situations (post-disaster and conflict environments in remote and insecure locations) on short notice. 
    • Accuracy and attention to detail. 
    • Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.


    • Master's degree in relevant discipline and a minimum of 8 years of experience or a Bachelor’s degree in relevant discipline and a minimum of 10 years of experience.
    • Experience managing humanitarian assistance, emergency response and preparedness activities at increasingly senior levels preferred.
    • Demonstrated success in leading new business efforts for humanitarian programs.
    • Experience managing USG- and UN-funded programs preferred.
    • Experience in natural disasters, conflicts and complex emergencies preferred.
    • Multi-region experience preferred.
    • Equivalent combination of education and experience.
