    Global Communities is seeking a Humanitarian Program Development Manager to join the Humananitarian Assistance team at the headquarters in downtown Silver Spring, Maryland.


    The Humanitarian Program Development Manager manages humanitarian assistance proposal efforts from inception to submission, including leading the development of program strategy and designs for USG and other donors, directing field assessments, writing technical sections, identifying and negotiating partnerships, and providing budget strategy across multiple technical sectors and geographic regions affected by emergencies. To this end, the Humanitarian Program Development Manager identifies and cultivates relationships with potential donors, partners and key personnel, as well as follows trends in technical and/or regional areas.

    The successful candidate has a broad background and experience in emergency response and business development efforts with demonstrated success performing lead roles in program design and has a deep understanding of the proposal process.



    1. Leads new business strategy development and implementation.

    • Leads analysis of donor priorities, opportunities and trends to develop regional and/or crisis-specific business development strategies.
    • Identifies and analyzes new program opportunities for humanitarian assistance, working in close collaboration with field teams and other headquarters departments and makes recommendations to the Humanitarian Assistance Vice President.
    • Conducts pre-capture and capture work, and recommends strategies to enhance competitiveness and increase organizational growth.
    • Manages consultant resources that may be required to build successful new business development efforts.

    2. Leads field assessments following rapid onset emergencies.

    • Leads the planning for and implementation of field assessments.
    • Serves as team lead on emergency response teams. 
    • Develops emergency response concepts in non-presence countries or in consultation with available field staff.

    3. Leads or serves on proposal teams.

    • As lead, identifies proposal team needs, defines team member roles, manages overall process to ensure a competitive bid is presented to the donor, and oversees team member inputs to ensure quality.
    • Engages internal stakeholders and proposal partners in developing and articulating strategies for technical approaches, partnerships, budgets, management, staffing, and M&E.
    • Mentors and coaches proposal team staff members. Serves as reviewer for proposals developed by other staff and teams, as assigned.

    4. Builds relationships with representatives of potential donors, clients and strategic partners.

    • Identifies new partners, sub-awardees/subcontractors, and/or donors to enhance Global Communities’ capabilities and expand programming.
    • Supports Global Communities program\m and field staff’s relationship building with donors and partners.
    • Represents Global Communities at meetings, conferences, and workshops.

    5. Provides senior level program management and oversight to humanitarian projects, following successful new business development efforts.

    • Leads or supports start-up efforts for new programs and other program management tasks as needed, such as work plan development, M&E teams, and field hiring.

    6. Undertakes all other duties and projects as may be assigned from time to time.

    Knowledge, Skills and Abilities

    • Broad understanding of principled humanitarian action, emergency relief, early recovery, stabilization efforts and resilience objectives.
    • Expertise with USG (USAID/OFDA, USAID/FFP and/or State/BPRM) and UNOCHA or DFID proposal processes.
    • Familiarity with USAID RFA and RFP proposal processes.
    • Excellent critical thinking skills and sound judgment.
    • Excellent verbal and written communications skills and high level of organization and attention to detail.
    • Excellent interpersonal and listening skills, including ability to interact with internal and external stakeholders in a professional manner.
    • Strong leadership skills, including ability to manage proposal development processes and oversee the contributions of others.
    • Ability to work in a cross-cultural, geographically-dispersed team environment.
    • Fluency in English, written and oral. Abilities in a second language preferred, particularly Spanish, French and/or Arabic.
    • Advanced knowledge of Microsoft Office software.
    • Ability to travel extensively (up to 30%) to difficult and challenging environments on short notice, for short and long-term field assignments
    • Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.


    • Master's degree and a minimum of 5 years’ relevant business development and progammatic experience in the humanitarian/emergency relief sector; or the equivalent of a Bachelor’s degree and a minimum of 8 years’ relevant experience.
    • Demonstrated experience successfully developing winning concepts and proposals for emergency response.
    • Must have U.S. work authorization.
