    Global Communities is seeking a Senior Global HR Specialist to join its Office of Human Resources at the headquarters in downtown Silver Spring, Maryland.


     


    In collaboration with the Global HR Manager of Policy, Compliance & Employee Relations, the Senior Global HR Specialist provides technical support services to several aspects of the globally-expanding HR role throughout the organization.


     


    This role functions as a point of contact for all global program areas, and works closely with the program management units, portfolio growth teams, and field staff to provide HR support for all phases of the program lifecycle, including new business, program start-ups, program delivery, and program closedowns. S/he assists with guiding business unit leaders on meeting Global HR standards, implementing HR programs and initiatives, and complying with U.S. government contractor regulations as well as compliance with in-country labor, employment and benefit laws.


     


    This role provides excellent customer service, independently assesses, manages and prioritizes work effectively, demonstrates initiative, confidentiality and responsibility with a positive and can-do attitude, and completes projects in a timely manner with positive results.

    Responsibilities


    • Provides global HR advice and counsel to business managers and project leaders across the globe.

    • Provides in-country short-term project start-up and closedown HR support.

    • Travels internationally to provide HR support and in-person field training.

    • Drafts international employment agreements and reviews HR handbooks to ensure compliance with local labor law, GC's Standard Operating Procedures and policies.

    • Facilitates interactions with and seeks guidance from local legal counsel(s) when needed.

    • Provides assistance and support to research country specific mandatory and customary benefits, drafts country profiles for benefits and allowances, and helps develop global compensation scales.

    • Ensures that HR activities are compliant with applicable in-country local labor laws, US government regulations and respective contract regulations.

    • Ensures compliance with global HR standards, facilitates assessments, conducts audits, and recommends measures to fill gaps.

    • Reports, as needed, on sensitive performance and ethical issues with executives and other senior staff.

    • Provides advice and guidance on performance management issues, provides coaching for difficult conversations, counsels on appropriate policies and procedures.

    Knowledge, Skills and Abilities


    • Ability to travel internationally up to 40% annually.

    • Knowledge of general practices across the HR spectrum.

    • Demonstrated ability to interpret and apply international labor codes and create and develop sound HR program.

    • Exceptional relationship-building and interpersonal skills to interact and communicate with diplomacy and tact with all levels and backgrounds of staff.

    • Competent relationship counseling, coaching, and conflict resolution skills.

    • High degree of adaptability, problem-solving skills, independent work-direction, with initiative to prioritize and manage high volume work flow.

    • Knowledge of company’s main client, USAID or other donors required

    • Excellent written and verbal communication skills, including professional presentation skills.

    • Fluency in English, written and oral. Abilities in a second language preferred, particularly Spanish, French, or Arabic.

    • Critical thinking skills and ability to interpret HR policies and procedures to complete assigned tasks.

    • Excellent analytical and research skills.

    • Solid proficiency in MS Office suite.

    Qualifications


    • Bachelor’s degree in Human Resources or business related discipline and 5-8 years of progressively responsible international HR experience;or a Master’s degree in HR or business related discipline and 2-5 years of international HR experience.

    • Experience working in a global HR function for an international development organization needed.

    • Must have U.S. work authorization.
