    Global Communities is an international development non-profit organization. Our mission is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.


    Global Communities is actively seeking a Program Director to join its program office in Moline, Illinois.


    The Program Director will be responsible for the overall direction and management of the Flourishing Communities program, a domestic community engagement program funded by John Deere and based in Moline, Illinois.


    The program will improve the quality of life for Floreciente residents by supporting social, economic, and physical development in the community that fosters greater connections to the Quad Cities. The program is designed with special attention to incorporating organizations and institutions that are already working in the community and also to create opportunities for John Deere volunteers.


    The program will achieve its mission through three objectives:


    • Objective 1: To create an engaged, supportive and collaborative network of nonprofit organizations, community organizations, and policy makers that rally their collective efforts to deliver strategic programs and services.
    • Objective 2: To empower residents and other stakeholders of Floreciente to implement strategic neighborhood revitalization projects, including social services.
    • Objective 3: To facilitate economic development opportunities for small businesses and households in Floreciente by connecting them with the broader Quad Cities economy.


    Technical oversight

    • Provide strategic vision and leadership to achieve the program goals and objectives.
    • Develop implementation plans and monitoring and evaluation plans. Identify project deliverables and ensure successful delivery of project targets and outcomes.
    • Identify and maintain partnerships in Floreciente and the greater Moline area to meet the objectives of the program. To this end, build collaborative partnerships with and between local NGOs, implementing partners, and other stakeholders (objective 1).
    • Develop and administer a Catalytic Fund that will support local intuitions to collaborate and create innovative new programing.
    • The Program Director will take a leadership role in implementing neighborhood revitalization efforts (objective 2). Specifically, this will include leading capacity-building activities for the Floreciente Neighborhood Association and supporting implementation of the strategic neighborhood projects, including rapid impact projects.

    Financial oversight

    • Oversee financial projections, budgeting, procurement compliance, and office and personnel management.


    Staff management

    • Hire and manage staff, consultants and interns as the program requires. Coordinate with finance and administration staff to ensure that policies and procedures are clearly communicated to staff and in compliance.

    Client relations


    • Coordinate with John Deere, Global Communities Headquarters and represent the program to key stakeholders.
    • Ensure high quality program reporting to Headquarters and to John Deere.
    • Ensure compliance with donor-related policies.


    Project representation

    • Responsible for maintaining the integrity of the overall program mission, as well as Global Communities’ mission.
    • Represent Global Communities and deliver presentations on behalf of Global Communities as required.
    • Oversee the development of communication materials.
    • Represent the program to additional potential donors and participate in proposal preparation as needed.
    • Lead negotiation and management of technical assistance and professional service contracts.
    • Maintain strong working relationships with the general public, area businesses, clients, the media, and other stakeholders.

    Knowledge, Skills and Abilities

    • Demonstrated, hands on program implementation and program management experience related to US domestic community development, local economic development and municipal service delivery.
    • Understanding of participatory planning methods and municipal government structures, including county/city council; local chamber of commerce, business associations, and community groups.
    • Considerable knowledge of business development, community, and economic development.
    • Ability to communicate effectively to groups and individuals, including businesses and the general public.
    • Ability to establish strong, collaborative working relationships with colleagues, staff, other organizations and economic development partners.
    • Knowledge of organizational development and capacity building methods.
    • Excellent written and oral communication skills. Proven ability to write successful work plans, donor reports, and other program management documents.
    • Fluency in English written and oral; abilities in Spanish preferred.
    • Strong interpersonal and negotiation skills.


    • Master's degree in relevant discipline and a minimum of 5-8 years of experience or a Bachelor’s degree in relevant discipline and a minimum of 8-10 years of experience.
    • Specialization in Economic and Community Development preferred.
    • Experience in managing and leading professional teams.
    • Must have U.S. Work Authorization.
