    Global Communities is seeking a Senior Pricing Analyst to join its Partnerships and Programs team at the headquarters in downtown Silver Spring, Maryland.  The Senior Pricing Analyst leads pricing and budgeting processes for assigned proposals; prepares budgets for various sized initiatives, including complex proposals, and reviews budgets for other proposals.  In addition, s/he takes the lead on developing training materials on budgeting processes and procedures and providing training.


    1. Lead and manage the proposal budget process from start to finish ensuring Global Communities and donor standards for all assigned proposals.

    • Read assigned donor solicitations and ensure team leads are informed of possible pricing issues and/or questions.
    • Develop proposal budgeting and pricing strategies for assigned proposals. Provide cost/pricing input into the proposal development process. 
    • Review budgets and budget documents to ensure adherence to procedures, requirements and regulations.
    • Prepare budgets for assigned proposals and submit to manager for final review.
    • Write complete budget narratives for the assigned proposal.
    • Develop pricing questions for solicitations when necessary.
    • Assist pricing team with budget notes or reviews for other proposals as assigned.
    • Resolve budget and pricing issues for assigned proposals.
    • Oversee and provide guidance to budget inputs.
    • Attend and participate in meetings throughout the proposal development process.
    • Communicate internally and externally on budget concerns, questions or status.
    • Respond to budget related questions from the donor when needed.

    2. Discusses and negotiates costs and budgets with proposal partners as needed.

    • Lead the budgeting process with proposal partners.
    • Ensure partner budget and budget narratives are consistent with the proposal submission.

    3. Initiates improvements proposal budgeting processes at Global Communities:

    • Develop and maintain relationships with other departments, respond to their requests for information or changes to the budget processes. Resolve routine issues with other departments.
    • Update pricing manual and templates as needed to respond to changes in policies procedures, or regulations.


    4. Identifies, develops and conducts job specific trainings and materials, including, but not limited to:

    • Identify training needs of staff related to proposal budgeting. 
    • Develop training curricula, training materials and power point presentations for cost proposal development.
    • Mentor staff in budget development for smaller proposals.
    • Develop learning briefs on budgeting topics. 
    • Deliver cost package development training for HQ and Field staff.
    • Develop trainings and materials for donor-specific templates.


    5. Travel as necessary to complete cost assessments, field trainings, and donor meetings.


    6. Undertake all other duties and projects as may be assigned from time to time.

    Knowledge, Skills and Abilities

    • General understanding/knowledge of U.S. Government and other donor regulations including 2 CFR 200 Cost Principles and FAR 15.4.
    • Ability to use excel to produce a large number of proposal budgets accurately and on time.
    • Excellent critical thinking skills and sound judgment. Proven willingness to make timely and sound decisions based on accurate judgement.
    • Strong analytical skills. Ability to work with large amounts of data.
    • Ability to work independently.
    • Ability to relate and communicate effectively internationally.
    • Fluency in English, written and oral. Abilities in a second language preferred (Spanish, French or Arabic preferred).
    • Very good interpersonal skills. Team player.
    • Advanced ability in the use of Microsoft Suite, especially Excel.
    • Familiarity with different contract types.
    • Ability to work under pressure, handle multiple tasks simultaneously, and meet deadlines.
    • Accuracy and attention to detail.
    • Ability to read and interpret documents, sit at a computer and operate a keyboard.


    • Master's degree in relevant discipline and 2 years of experience in pricing or cost proposal development or a Bachelor’s degree in relevant discipline and a minimum of 5 years of experience, two of which are in pricing or cost proposal development.
    • Experience developing cooperative agreement and contract proposal budgets
    • Experience with non-profit organizations preferred.
    • Experience providing mentoring and training on budgets and budget processes to staff members in different departments or field offices and experience in departmental process improvement.
    • Experience with field program implementation a plus.
    • Equivalent combination of education and experience.
    • Must have U.S. Work Authorization.
