    Global Communities is seeking a Development Writer to join the Development team at the headquarters in downtown Silver Spring, Maryland.


    The Development Writer contributes to Global Communities’ business targets through the preparation of concept papers, proposals, and marketing materials geared towards our public and private sector partners.  Working with a dedicated Development Center/Global Communities’ team, the writer brings expertise on the pre-solicitation research needed to prepare a contextualized response, the approach and writing style needed to package a proposal, and the art of presentation to market Global Communities’ global assets.


    • Manage writing/editing team to oversee proposal database, up-to-date past performance information, etc.
    • Develop business development content (white papers, request for information and other pre-solicitation materials).
    • Assist during kickoff preparation/events, composes team-wide strategic communications, administers SharePoint pursuit site, manage document version control.
    • Serve as the lead writer for concept papers, proposals and marketing material. 
    • Engage members of the capture team to become familiar with the subject matter; critically evaluate proposed solutions to identify weaknesses and suggest areas for improvement.
    • Participate in win strategy/theme development.
    • Analyze solicitation to develop detailed proposal templates.
    • Help facilitate working session with SMEs, executives, teaming partners, authors and other contributors to develop storyboards, solutions and graphics
    • Work with subject matter experts to translate technical solutions into a clearly articulated, compelling, and compliant proposal document that is well written.
    • Develop proposal content that addresses the requirements outlined in the solicitation, scores well in terms of the evaluation criteria, and incorporates win themes developed by the proposal team.
    • Work with team on effective graphics for inclusion in the proposal.
    • Revise drafts in response to feedback and comments in collaboration with the proposal team.
    • Adhere to all proposal policies, procedures, and timelines to develop a submission that is technically and financially sound, responsive, and compliant and of the highest quality for Global Communities.
    • Serve as champion or reviewer for high-priority proposals as assigned.
    • Identify and implement proposal process improvements, including tools and templates, to respond to lessons from internal and external debriefs.
    • Review and rewrite proposal inputs and coordinate with management personal to ensure accuracy.
    • Conducts final edit of proposal and related document for completeness and compliance with editorial standards and proposal formatting/composition.
    • Work with Development Manager n development of proposal outline and compliance matrix as needed. 
    • Contribute to the development and facilitation of staff training.

    Knowledge, Skills and Abilities

    • Knowledge of competitive proposal processes and the role of a proposal writer in those processes.
    • Exceptional conceptual, analytical, writing and editing skills including demonstrated ability to write required documents in a clear, concise, well-organized manner.
    • Ability to synthesize large amounts of information into concise narratives.
    • Strong organizational management skills, including the ability to prioritize tasks, adherence to tight deadlines, the ability to handle multiple activities, and demonstrate flexibility in a fast-paced environment.
    • Broad understanding of principles of international development, including sub-fields such as community mobilization, local governance and civil society development, local economic development, microfinance, food security, health and/or others.
    • In-depth knowledge of USAID and relevant public and private sector funding priorities, rules and regulations, approaches and proposal processes (BAAs, RFPs, RFAs).
    • Ability to mentor, coach, and train in various aspects of development.
    • Fluency in English, written and oral. Abilities in another language preferred.
    • Advanced computer skills Word, Outlook, PowerPoint, Excel, Sharepoint, and Sales Force.
    • Ability to travel (up to 30%) to difficult and challenging environments for trips ranging from one to two weeks.


    • Masters degree and a minimum of five years’ experience writing successful proposals to USAID; and other public and private sector clients; or Bachelor’s Degree in relevant field with a minimum of 8 years of stated experience.
    • Demonstrated experience writing full proposals.
    • Prior international living experience, preferably in a development country preferred.
    • Must have U.S. work authorization.
