  • Overview

    The Senior Director leads Global Communities’ development, from identification of business opportunities through pursuit activities to the transitioning of wins into project work plans. Experienced in developing winning proposals for USAID, DFID, other bilaterals, multilaterals, and private sector clients, s/he leads and positions the resources of the Development Center to develop a multi-year business pipeline, to execute development activities towards proposals and targets of opportunity and to ensure consistent compliance and quality of business processes and products. The Senior Director oversees a capacity building program promoting a business orientation throughout Global Communities and builds the skills and accomplishments of the development team across the organization. This position reports directly to the SVP for Partnerships and Programs, and provides support to the SVP’s global initiatives in development, resource mobilization, and partnerships.

    Responsibilities

    • In support of the SVP, coordinates the annual business development planning process and directs the successful execution of the business and proposal development cycle. Develops internal standards for business development processes and monitors their application across the organization. Analyzes overall donor trends and direction, and overall needs in foreign assistance. Contributes to Global Communities’ expansion into new program areas or countries. Identifies new strategic partners/subcontractors/complementary agencies in coordination with Pillar Directors.
    • Manages the Development Center overseeing the resources, activities and processes essential for successful proposal development for the entire Global Community family.
    • Oversees compliance, quality assurance and reviews for proposals, ensuring lessons learned are incorporated into policy and planning and operationalized for Global Communities future benefit.
    • Works with the Partnerships and Programs Division staff and the Communications Department to support the development and maintenance of high impact marketing materials such as capacity statements, brochures, web content, etc.
    • Develops and updates development tools and manuals and insures their implementation throughout the organization.
    • Ensures that development becomes an inherent aspect of all Global Communities’ activities through formal educational programs, capacity building materials, and growth opportunities for field and head quarter staff.
    • Makes recommendations concerning employment, termination, performance, and other personnel actions.
    • Travels to the field for proposal development, market research and relationship-building.

    Knowledge, Skills and Abilities

    • Team management skills promoting a unified, integrated, and efficiently-run Development Center incorporating the entire Global Community family.
    • In-depth knowledge of USAID and other relevant public and private sector funding priorities, rules and regulations, approaches and proposal processes (BAAs, RFPs, RFAs).
    • Proven track record of identifying, tracking, and leading winning awards from bilateral, multilateral and private sector clients.
    • Strong analytical skills, including ability to gather and analyze a variety of information pertaining to issues and to develop appropriate recommendations for action.
    • Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadline pressure.
    • Ability to communicate, negotiate, advise, persuade, or resolve issues that are highly complex and sensitive in nature with persons on all levels both inside and outside the organization.
    • Demonstrated ability to make decisions that require substantial interpretation of established policies and procedures, clear objectives, and business/professional standards.
    • Demonstrated ability to build and maintain effective working relationships with donors, project stakeholders, in-country collaborators and staff at all levels of the organization.
    • Ability to mentor, coach, and train in various aspects of the business and proposal development cycle.
    • Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, well-organized manner.
    • Fluency in English, written and oral. Abilities in another language preferred.
    • Ability to travel (up to 30%) to difficult and challenging environments for trips ranging from one to four weeks.

    Qualifications

    • Master's degree and a minimum of 13 years of program development experience including USAID sector and/or private sector required; or Bachelor's degree and a minimum of 15 years of stated experience.
    • Experience in progressively more responsible development positions managing successful proposals, troubleshooting, assisting and supporting international business development and humanitarian assistance programs required.
      Experience in capacity building of development and programmatic staff in business processes and applications, and experience in organizing and facilitating such training is required.
    • Must have U.S. Work Authorization.
