    Global Communities is seeking a Humanitarian Program Development Officer to join the Humanitarian Assistance team at the headquarters in downtown Silver Spring, Maryland.


    The Humanitarian Program Development Officer participates in new business development efforts in various capacities, including research, writing and pricing, and supports program implementation, within the fast-paced Humanitarian Assistance department.


    1. Serves on proposal teams as assigned. Roles may include one of the following but are not limited to:

    • Leading proposal development for concept papers and proposals as assigned and with the guidance of Humanitarian Specialists.
    • Leading or participating in field assessments to shape program design of potential new or ongoing programs.
    • Conducting research on country background information, humanitarian conditions, sectoral best practices, competitor strengths and weaknesses, and other information needed for proposal designs.
    • Leading pricing and budgeting processes for assigned proposals. This includes:
      • Preparing budgets for assigned proposals and submitting to Pricing Specialist for final review. Reading assigned donor solicitations and ensuring team leads are informed of possible pricing issues / questions.
      • Writing complete budget narratives for the assigned proposal and other proposals as needed.
      • Communicating internally and externally on budget concerns, questions or status.
      • Responding to budget related questions from the donor when needed.
      • Leading the budgeting process with proposal partners and ensuring partner budget and budget narratives are consistent with the proposal submission.
      • Preparing budget and budget related documents for final submission.
      • Serving as a liaison between Global Communities’ field teams, HQ-based proposal teams, and partner organizations to facilitate information gathering and proposal design.
      • Writing assigned proposal sections, including, but not limited to, background statements, technical components, cross-cutting issues, management and staffing, or organizational capacity.
      • Overseeing proposal support for high priority, complex, multi-partner proposals.
      • Serving as lead recruiter for specific proposals and in support of ongoing programs, coordinating with the Humanitarian Assistance Associate and other Global Communities recruiters.


    2. Supports the effectiveness and efficiency of business development efforts.

    • Streamlines humanitarian proposal development efforts by tailoring templates and creating documents that facilitate a more organized and efficient proposal process.
    • Leads efforts to collaborate with the technical specialists and program staff to maintain updated factsheets on Global Communities areas of specialties and country programs.


    3. Contributes to the development and implementation of the Global Communities humanitarian assistance strategy and new program development opportunities.

    • Identify and track upcoming business development opportunities with select donors.
    • Develops or provides support to budgets for new humanitarian programs.
    • Represents Global Communities independently at relevant coordination forums to gather and share information relevant to Global Communities programs or strategies.
    • Provides technical research and advice as needed on relevant humanitarian program development initiatives.
    • Participates in field humanitarian needs assessments in rapid-onset and on-going emergency settings, and serves in various roles on emergency response teams as required including but not limited to start-up, close-out, and scoping missions.
    • Produces succinct written and oral summaries and analyses of humanitarian conditions.


    4. Completes other business development and discrete program support tasks as assigned within the department.

    Knowledge, Skills and Abilities

    • Strong understanding of donor proposal guidelines (especially OFDA).
    • Demonstrated knowledge of international humanitarian response and recovery program methodologies, monitoring and evaluation techniques, and grants administration.
    • Good analytical and research skills.
    • Excellent written and oral communications skills. Ability to interact with all levels of staff in a professional manner.
    • Ability to work effectively in an atmosphere of shifting priorities and deadline pressure with minimal supervision.
    • Able to work in a team environment.
    • Excellent organizational skills. Ability to manage deadlines and to work independently. Ability to prioritize workload and multi-task in fast-paced environment.
    • Fluency in English, written and oral. Abilities in a second language preferred, particularly Spanish, Arabic or French.
    • Advanced computer skills in a Windows-based environment including Word, Outlook, PowerPoint, Excel, and SharePoint.
    • Able and willing to travel internationally approximately 25%.
    • Accuracy and attention to detail.
    • Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.


    • Master's degree and up to 2 years of relevant experience or a Bachelor’s degree and a minimum of 2-5 years of relevant proposal development experience.
    • Experience contributing to writing proposals and grants for an international organization needed.
    • More than one year of field experience in a humanitarian response context.
    • Equivalent combination of education and experience.
    • Must have U.S. work authorization.
