The Monitoring, Evaluation and Learning (MEL) Advisor for Integrated School Feeding focuses on strengthening the technical design, implementation, and standardization of robust MEL systems and approaches across Global Communities’ USDA-funded McGovern-Dole Food for Education (MGD-FFE) portfolio. The Associate, Strategic Growth & Partnership (SGP) provides key support to SGP in meeting Global Communities’ business targets. The Associate supports business development research and proposal development across the Sustainable Development portfolio. The Executive Administrator to the Chief Information Officer (CIO) plays a pivotal role in managing day-to-day operations within the Information Technology department. This includes coordinating the CIO's schedule, acting as a liaison between the CIO and stakeholders, and preparing correspondence and presentations with precision and professionalism. Additionally, the role oversees IT procurement processes, vendor relationships, budget management, and staff training on procurement procedures and best practices, ensuring the smooth functioning of the IT department through effective management of administrative tasks and procurement activities.
PRIMARY JOB RESPONSIBILITIES:
- Coordinate and manage the CIO's schedule, including meetings, appointments, and travel arrangements.

The Housing Navigator will provide assistance to Medi-cal recipients who are homeless or at risk of becoming homeless. Global Communities (GC) is seeking an expert consultant to conduct final evaluation analysis of the savings and lending groups (Women Empowered) component of the U.S. Agency for International Development’s Bureau for Humanitarian Assistance funded program PARADELANTE based on the Empowerment Indicators evaluation tool.
Program Paradelante was designed to support highly vulnerable and food insecure households in the Department of Huehuetenango, Guatemala, facing the triple crisis of sequential droughts, COVID-19-related income constraints and damage from recent hurricanes, to recover from these shocks through improved food security, health services and livelihoods. Under the program, 120 community savings and lending groups (with 1834 participants) were formed following the GC Women Empowered methodology.
As part of the evaluation of the Women Empowered intervention, GC administered baseline and endline surveys to a sample of 177 participants using the Empowerment Indicators, a tool created by the International Center for Research on Women (ICRW) in collaboration with GC, to measure empowerment through a combination of created and complied core women´s economic empowerment indicators as well as sectoral indicators.
Background Information
Global Communities (GC) is prepare a bid in response to the anticipated USDA funding opportunity for the McGovern-Dole Food for Education Program (MGD). GC is seeking a consultant to lead the development of the proposal’s MEL section. The consultant will be responsible for reviewing donor technical guidance, existing GC documentation, consulting closely with country-based staff and/or consultants, and supporting new inputs from formative work and project design, to develop submission ready products in line with the SOW below. GC seeks a consultant for up to a maximum of 40 days of effort to begin in late 2023 or early 2024, with the heaviest LOE taking place during the live proposal period between approximately mid-February and mid-May 2024.

- As needed and dependent on the target geographic area identified in the final solicitation, lead activities to update formative assessment to inform proposal design and targeting. This includes:
- Revise/redraft existing formative assessment protocol and tools from recent GC MGD proposals, in coordination with the proposal tech design team;
- Lead analysis of formative assessment data, collaborating with in-country consultants and/or GC MELI team as necessary.
- Summarize and prepare formative assessment results for use in proposal design activities
- Participate in the full design workshop (potential to be held virtually or in the region). Plan for and lead M&E sessions in the Design Workshop, including presentation and dissemination of formative assessment results, overview of USDA learning agenda questions and M&E requirements, development of results framework, creation of Theory of Change (ToC), creation of learning agenda.
- Draft M&E and proposal components, in collaboration/coordination with the proposal design team, including Results Framework diagram and supporting narrative, project indicators and targets, including Indicator Table, Evaluation Plan (including the learningagenda); and define key resources needed for M&E budget, including:
- Review existing M&E systems and recommend any required changes if necessary to platforms, tools, and /or approach
- Review/update current staffing and partnerships to implement MEL Plan
- Participate in ongoing coordination calls and meetings with the proposal design team and GC MELI team.
