Overview

Global Communities is positioning for upcoming private and public funding opportunities to expand our US Programs portfolio.  GC requires an on-call team of one or more consultants with experience leading and writing proposals with a primary focus in community and public health.  The consultant(s) will work closely with the US Growth advisory group, US Programs staff and Strategic Growth and Partnership (SGP) staff to identify and respond to new funding opportunities.  Consultancy opportunities will be fast tracked among the pool of candidates, who will be notified when opportunities arise. Most opportunities will last for periods of 20-80 hours over the course of several weeks.

 

Location of Work

 

Consultant’s place of work can be remote but with a preference of geographic proximity to San Diego/Southern California.

Responsibilities

Scope of Work

  • Work with US Programs and SGP teams to identify, prioritize and position for new funding opportunities in the San Diego area market
  • Provide technical leadership to program design and strategy development, including working with the Global Communities proposal teams to identify win themes and strategic approaches
  • Participate in strategy sessions/workshops as requested by Global Communities
  • Make connections and participate in select discussions with partners/join meetings at our San Diego office or virtually as requested by Global Communities
  • Read and analyze select requests for proposals (RFPs) and notice of funding opportunities (NOFOs)
  • Conduct literature reviews and identify relevant background documents to inform proposal design and share them with the proposal teams
  • Write the technical section of proposals incorporating the agreed upon technical approach, ensuring that the evaluation criteria are adequately addressed; address team edits and comments for subsequent drafts until a final version is complete
  • Assist in development of indicators and targets as part of the performance monitoring and evaluation plan, in collaboration with proposal team
  • Partake in the final review and assembly of the technical proposal in accordance with bid standards

Deliverables

  • Meeting attendance as requested (and available)
  • Delivery of background documents for review by Global Communities proposal team to inform program design
  • Written proposal inputs and completed drafts, as requested, and mutually agreed by Consultant and Global Communities
  • Review feedback on written proposal content as requested.
  • Timesheet/invoice
  • Regular updates regarding LOE used to date and to confirm use of LOE on priority tasks.

Qualifications

 

  • Substantial experience in designing projects, leading proposal development teams, and writing proposals.
  • Background in community and public health sector and knowledge of key stakeholders within the Southern California market highly desirable.
  • Strong analytical and writing skills.
  • Demonstrated organizational skills and strong track record in meeting deliverables and deadlines.
  • Excellent interpersonal skills, oral and written communications skills in English.
