Global Communities is seeking a Vice President, Program Operations and Delivery to join the Global Programs team. The Vice President, Program Operations and Delivery shares overall leadership responsibility as part of the Global Programs Leadership Team and the Senior Executive Team setting the vision, strategic direction and solution creation for Global Communities. With a primary emphasis on ensuring excellence in program implementation in Country Teams and Headquarters Program Support Teams, the Vice President will be a key contributor to the organizational changes that Global Communities envisages in more closely aligning its sustainable development, humanitarian, conflict and post-conflict work activities in fragile and complex environments. Currently, this position oversees regional program teams for Africa, Latin America and the Caribbean (LAC), and the Middle East, Europe, North Africa and Asia (MEENA).


 


The Vice President is accountable for all aspects of program implementation, directly supervising Senior Regional Directors, who in turn supervise program management teams and field-based leaders including Country Directors and Chiefs of Party. The VP is accountable for the development and implementation of country plans, ensuring that country support and growth plans are informed by each context and organizational new business development strategies in pursuit of program excellence.


 


The Vice President will work in close coordination with the Vice Presidents of Program Quality and Accountability (VP, PQA) and Business Development (VP, BD) to ensure coordination and complementarity of all program quality, representation and external engagement opportunities. The Vice President supports the VP, BD and VP, PQA in facilitating the expansion of Global Communities work, building on existing projects, technical expertise, and demonstrated positive impact.


 


The Vice President, Program Operations and Delivery inspires, champions, and fosters a culture of shared success intended to ensure that Global Communities achieves the commitments made in project delivery to project participants, communities and in support of Global Communities’ mission, vision and strategic plan.


 


The Vice President is accountable and responsible for developing departmental plans, approaches, and tools to ensure the relevance, credibility and viability of the organization. The Vice President sets goals, monitors work, and evaluates results to ensure that departmental objectives and operating requirements are met and are in line with the needs and mission of the organization and its donors, clients and project participants. They represent the organization to third parties including donors, clients, partners, and governments, seeking to grow the profile and brand of Global Communities as a high quality, adaptive partner.

Responsibilities

Responsibility Area: Program Management and Delivery Leadership

  • Ensure high quality implementation of programs to meet community, participant and donor expectations and standards – on quality, on time, on budget.
  • Supervise Senior Regional Directors and oversee technical coaching to program teams at the regional level as they implement the strategic plan and ensure quality in program operations.
  • Affirm the core functions of the Program Management Teams (PMTs) to provide support, oversight and strategic guidance to field-based project leadership. 
  • Develop and maintain a high performing global workforce that provides the support, guidance, oversight and compliance tools and framework for excellent program delivery. 
  • Spearhead the development and oversee the standardization of fit for purpose project cycle management standards and tools and ensure rollout and uptake at country and project level.
  • Oversee the development of operational, program management and financial management minimum standards for program delivery and country management.
  • In collaboration with key leadership stakeholders ensure policy is updated to reflect program management and operational minimum standards.
  • Report accurately and regularly on program delivery progress and challenges encountered to allow for timely solutions.
  • Ensure surge and/or technical support to field offices.
  • Work to expand the capacity of all staff with an emphasis on developing highly effective national capacity in planning, program development and project management. Oversee the development of comprehensive country plans working across organizational functions, informed by the relevant contexts and capacities at country level.
  • Ensure the continued financial viability of Global Communities’ Program Management Teams (PMTs) through sound fiscal management.  

Responsibility Area: External Relations and Business Development

  • Publicly represent the organization to external constituency groups, including community, governmental, and private organizations and build awareness on Global Communities’ excellent program delivery in support of our mission.
  • Working closely with the Business Development leadership team, ensure that project and program information is developed to support the development of new revenue streams for Global Communities’ work.
  • Responsible for supporting Business Development in making strategic decisions about programmatic and geographic expansion.
  • Ensures sound and realistic operational guidance is provided when pursuing new business opportunities.

Responsibility Area:  Management and Leadership

  • Responsible for ensuring appropriate planning, support and oversight for field staff safety and security, project and country specific crisis management, contingency and business continuity planning. 
  • Contribute to organizational strategy development as a member of the Global Programs leadership team and the Senior Executive Team
  • Serve as a champion for Global Communities’ vision and values centered on project delivery, contribute to the development of a productive and motivated organizational and department culture, and ensure strong and transparent management.

POSITION SPECIAL RESPONSIBILITIES:

  • Excellent track record in designing and implementing effective operational and delivery standards
  • Experience developing organizational program quality strategies and practices
  • Country-based experience at a senior level in an international non-governmental organization
  • Promote a culture of excellence, inclusion, learning, support, diversity and innovation

Knowledge, Skills and Abilities

  • Expert knowledge of formal principles, theories, and practices/techniques of sustainable development, humanitarian assistance and/or peace studies. Ability to apply that knowledge to Global Communities operational environment.
  • Extensive and specific knowledge of and experience with US Government humanitarian, international development and peace and security activities and agencies is required.
  • Experience with other large institutional donors or clients, including other bilateral and multilateral entities, foundations, and private sector clients is highly desirable.
  • Excellent oral and written communication skills, and interpersonal skills, including the ability to conduct meetings, write reports and proposals, and speak in a public forum at a senior level.
  • Superior diplomatic and negotiation skills. Ability to present and discuss technical information in the context of the business.
  • Proven ability to lead, manage and develop staff in the context of an open and inclusive culture in an atmosphere of multiple projects, shifting priorities and deadline pressures.
  • Ability to handle difficult situations with diplomacy, sensitivity, confidentiality, and tact.
  • Excellent critical thinking skills and judgment. Proven willingness to make timely and sound decisions. Strong planning, analytical, and conceptual skills.

Qualifications


  • Undergraduate degree in a related discipline with a minimum of 15 years of relevant professional experience or a minimum of 20 years or related work experience.

  • Relevant professional experience in technical program management or oversight, program design, including effective management of program teams, systems and processes.

  • 5+ years in progressively more senior roles at country level in an international development, humanitarian, conflict or post-conflict environment

  • Demonstrated international NGO work experience at a leadership level (such as but not limited to Senior Director, DCOP, Area Manager or higher.)

  • Proven track record in technical program delivery, oversight and standard setting.

  • Experience implementing programming directly, with local civil society and institutional partners, and remotely.


The salary for this position is between $164,480-246,720. Salary is based on several factors including qualifications, experiene, and internal equity.
