This position provides technical support to the design of new integrated school feeding programs and provides technical direction to define and advance priorities that strengthen MEL systems, tools, approaches, and staff capacity in existing MGD-FFE programs. S/he also contributes to efforts to ensure the quality and rigor of monitoring, evaluation and learning that provide Global Communities with evidence on the effectiveness and impact of our programs while contributing to the organization’s visibility and competitiveness.

This includes coordinating the CIO's schedule, acting as a liaison between the CIO and stakeholders, and preparing correspondence and presentations with precision and professionalism. Additionally, the role oversees IT procurement processes, vendor relationships, budget management, and staff training on procurement procedures and best practices, ensuring the smooth functioning of the IT department through effective management of administrative tasks and procurement activities.   PRIMARY JOB RESPONSIBILITIES: - Coordinate and manage the CIO's schedule, including meetings, appointments, and travel arrangements. - Act as a liaison between the CIO and internal/external stakeholders, responding to emails, calls, and requests on behalf of the CIO. - Prepare and edit correspondence, reports, and presentations for the CIO, ensuring accuracy and professionalism. - Arrange and organize meetings, conferences, and events, including logistics, agendas, and follow-up activities. - Maintain confidential information with discretion and integrity, ensuring data is organized and easily accessible. - Coordinate travel arrangements, accommodations, and itineraries for the CIO. The Housing Navigator will conduct tele-health and in-person visits to clients throughout San Diego County, assess housing needs, make appropriate referrals, and provide information regarding related programs and services. The Housing Navigator assess opportunities for housing assistance and rental subsidy programs, and related activities required to secure temporary and/or permanent housing placement. The Housing Navigator will work under direction of the CHW Program Director. This project is embedded in a suite of programs designed to address disparities for Black, American Indian and Alaska Native, Pacific Islander and refugee/asylum seeking communities. Background Information   Global Communities (GC) is prepare a bid in response to the anticipated USDA funding opportunity for the McGovern-Dole Food for Education Program (MGD). GC is seeking a consultant to lead the development of the proposal’s MEL section. The consultant will be responsible for reviewing donor technical guidance, existing GC documentation, consulting closely with country-based staff and/or consultants, and supporting new inputs from formative work and project design, to develop submission ready products in line with the SOW below. GC seeks a consultant for up to a maximum of 40 days of effort to begin in late 2023 or early 2024, with the heaviest LOE taking place during the live proposal period between approximately mid-February and mid-May 2024.     About the Consultancy   Scope of Work - Review and ensure familiarity with core USDA McGovern-Dole Technical and Proposal Guidance Documents, including: - USDA McGovern Dole Learning Agenda - USDA MGD Food Assistance Indicators and Definitions - USDA standard Results Framework for McGovern-Dole and LRP - Review USDA’s FY23 Results Framework - FY23 Monitoring Eval & Reporting guidance - RFP/NOFO for FY24 Proposals - Review key past GC MGD Proposals and technical documents and identify areas for updating and/or strengthening. Review summary of USDA feedback on GC’s former proposal submissions and MEL documents, including evaluation reports. - As needed and dependent on the target geographic area identified in the final solicitation, lead activities to update formative assessment to inform proposal design and targeting. The Vice President, Program Operations and Delivery shares overall leadership responsibility as part of the Global Programs Leadership Team and the Senior Executive Team setting the vision, strategic direction and solution creation for Global Communities. With a primary emphasis on ensuring excellence in program implementation in Country Teams and Headquarters Program Support Teams, the Vice President will be a key contributor to the organizational changes that Global Communities envisages in more closely aligning its sustainable development, humanitarian, conflict and post-conflict work activities in fragile and complex environments. Currently, this position oversees regional program teams for Africa, Latin America and the Caribbean (LAC), and the Middle East, Europe, North Africa and Asia (MEENA).   The Vice President is accountable for all aspects of program implementation, directly supervising Senior Regional Directors, who in turn supervise program management teams and field-based leaders including Country Directors and Chiefs of Party. The VP is accountable for the development and implementation of country plans, ensuring that country support and growth plans are informed by each context and organizational new business development strategies in pursuit of program excellence.   The Vice President will work in close coordination with the Vice Presidents of Program Quality and Accountability (VP, PQA) and Business Development (VP, BD) to ensure coordination and complementarity of all program quality, representation and external engagement opportunities.
