Background:
Promoting gender equality and social inclusion (GESI) is vital to achieving sustainable development objectives, including universal access to water, sanitation, and hygiene (WASH). As noted in the U.S. Global Water Strategy 2022-2027, achieving universal access to WASH means leaving no one behind and focusing on the needs of marginalized and underserved people, including women and girls, people with disabilities (PWD), youth and older persons. Simultaneously, effective access to WASH is critical to advancing gender equality and minimizing the risks of gender-based violence (GBV).
Under the Enhancing Water Sanitation and Hygiene (EN-WASH) project, Global Communities and partners are committed to advancing GESI both as a human right and a means to ensuring that all community members we serve can safely and equitably participate in and benefit from our programs. While working to improve women, youth, and marginalized groups’ access to adequate and affordable WASH services and commodities, we will engage them as decision-makers, professionals, and agents of change in the WASH sector, capitalizing on their unique insights, skills, and abilities.
The EN-WASH Project
EN-WASH is a five-year USAID-funded program implemented by Global Communities and its partners in Northern Ghana. EN-WASH aims to increase the use of sustainable, equitable, quality, WASH services in communities and health care facilities (HCF) and adoption of sustainable district-wide WASH practices in households, communities, and HCF.
EN-WASH is grounded in behavior-led approach and anchored in four results:
- Ministry of Sanitation and Water Resources (MSWR) and Metropolitan, Municipals and District Assemblies (MMDAs) efficiently and effectively plan, budget, implement, and monitor water and sanitation services
- Government of Ghana (GoG) and other actors improve the enabling environment for private sector participation in the WASH sector.
- Citizens and institutions adopt and sustain improved WASH practices; and
- WASH service providers adopt improved management, operational, and finance models.
Global Communities anticipates that because of EN-WASH, 300,000 people will gain access to basic sanitation service and 250,000 people will gain access to basic drinking water services. In addition, EN-WASH will support the GoG to enable 70% of target communities to be certified as open defecation free (ODF) and 60% of households to adopt and sustain improved WASH practices.

Global Communities is seeking a Program Manager to join the Global Operations team at the headquarters in downtown Silver Spring, Maryland. The primary responsibility of the Program Manager is to provide Headquarters (HQ) program and operational support to specific countries and projects within a designated portfolio. S/he is the lead for the assigned portfolio and manages (directly or indirectly), mentors and coaches junior program support team members. The Program Manager is the primary point of contact at HQ for 1) more complex projects within designated countries and 2) cross-cutting, country-wide systems, processes, or initiatives.
The Program Manager oversees HQ support across the project life cycle for the more complex programs within the portfolio, delegating to the Program Officer or Associate where appropriate. This includes providing first line program management and operational support to the in-country team and working with other stakeholders within and outside the Global Program Operations department where needed and appropriate. On assigned projects, s/he is responsible for award management and is the primary point of contact with the donors. The Program Manager will also mentor and support the Program Officer in the management of smaller projects within the portfolio.
The Program Manager identifies key trends, best practices, lessons learned, and challenges across the assigned portfolio. Global Communities is positioning for upcoming private and public funding opportunities to expand our US Programs portfolio. GC requires an on-call team of one or more consultants with experience leading and writing proposals with a primary focus in community and public health. The consultant(s) will work closely with the US Growth advisory group, US Programs staff and Strategic Growth and Partnership (SGP) staff to identify and respond to new funding opportunities. Consultancy opportunities will be fast tracked among the pool of candidates, who will be notified when opportunities arise. Most opportunities will last for periods of 20-80 hours over the course of several weeks.

Global Communities is seeking a Senior Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager to join the team in Kyiv, Ukraine. The Senior Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager leads and implements methodologies to monitor, measure, and analyze the impact of all Ukraine project activities and leads all the M&E functions of each project. S/he will design and manage a monitoring and reporting system including finalizing program indicators and full implementation of each project’s Activity Monitoring, Evaluation, and Learning Plan (AMELP) to help inform USAID, USAID/Bureau of Humanitarian Assistance (BHA), and other donors as well as the Chief of Party, Program Director (PD), the technical staff of project status and progress toward achievement of key results as agreed in annual work plans. S/he will work with the COP/PD and technical teams to track and report on specific actions supporting all the project’s outputs, results, and outcomes. S/he will implement the designed methodologies for data collection and reporting of both qualitative and quantitative data. The Sr. MEAL Manager will be responsible for monitoring progress against the AMELP, depending on the donor and project, including preparing reports and deliverables that demonstrate progress towards objectives.

Global Communities is seeking a Senior Operations Manager to join the team in Kyiv, Ukraine. Under the guidance of the Director of Operations, The Senior Operations Manager (SOM) ensures operational continuity and adherence to and compliance with GC policies and procedures and donor regulations. They support the procurement, logistics, HR/admin, IT, and safety and access departments, and lead these departments when serving as Acting DO. The SOM contributes to the planning, coordination, and implementation of initiatives aimed at enhancing operational excellence. The SOM will be assigned critical procurement, HR, and Administration tasks to lead in place of the DO and is expected to work effectively in all areas of operations with minimal supervision. The SOM also supports the Safety and Access Manager with risk management and mitigation measures, including development and operationalization of contingency plans. This position also provides training and capacity building to local national staff and partners, as well as surge and operational support for start-up and close-down activities.

Global Communities is seeking a Senior Regional Director, LAC to join the Global Programs team. This position is based in the Silver Spring, Maryland office of Global Communities.
The Senior Regional Director (SRD) provides strategic leadership, oversight and cross-departmental coordination for Global Communities’ field programs in the Latin America and Caribbean (LAC) region. The SRD is accountable for the LAC strategy. The role provides strategic guidance and supports development and ensures implementation of country-level strategies for sustainable impact and growth in the region. The SRD is responsible for developing a regional plan to support country strategies and monitor contributions towards the organization’s strategic plan and priorities.
This SRD is responsible for ensuring oversight and support to program delivery and quality assurance across the portfolio and ensures adherence to compliance and quality assurance standards. The SRD liaises with other Global Communities senior leaders to proactively identify and lead resolution to implementation challenges. The SRD provides direction and offers guidance and support to country teams in emergency response situations. The SRD, with support from other regional SRDs and Senior Regional Managers, will lead the integration of operational and program systems, policies, and procedures to accommodate the nexus of crisis, stabilization and resilience programming.
This position supervises field leaders (Country Directors and Chiefs of Party) and works with them to anticipate and trouble-shoot program and operational challenges, contribute to their resolution, provide technical and operations oversight, and lead program start-up and close-out as required. This position leads and supervises program management support staff at HQ, and reports to the Vice President, Global Operations.
